With a citizen card, Zhengzhou citizens can enjoy all kinds of government services, such as taking public transportation, visiting libraries, entering the community, paying fines, and paying medical settlements. Not only that, shopping malls, restaurants, entertainment venues, and gas stations can also be “done with one card”.
On June 15, the General Office of the Municipal Government issued the Implementation Plan for the Construction of Zhengzhou Citizen Card, which introduced in detail the main functions of the citizen card, as well as the background, implementation subject, and implementation steps of the citizen card construction. Clearly establish an online and offline service management model for citizen cards with physical social security cards and electronic social security cards as the carrier, promote efficient and convenient smart services, and gradually realize “one card universal, one code for the city” in all fields of the city.

According to the Implementation Plan, the Citizen Card will integrate government services, public transportation, residents’ health, daily consumption, banking, industry and business applications.
01 Government service function
It covers education, public security, civil affairs, finance, human resources and social security, health care, medical insurance, disabled persons’ federation, taxation, provident fund and smart city related applications. In addition to the original medical insurance functions, the citizen card will be loaded with campus card functions, identity certificate functions, voter registration, social assistance, community volunteer services and other functions, social insurance, employment, personnel talents, labor relations and other application functions, medical consultation, medical diagnosis, resident health records, electronic medical records, health safety and other functions.
At the same time, various medical insurance benefits and reimbursement funds, various financial subsidy funds to benefit the people and farmers, various social security benefits, and various subsidies to the disabled persons’ federation funds will also be distributed through citizen cards.
It is worth noting that the citizen card can also be used as a valid identity certificate, which can be used for hotel accommodation registration, handling various tax and fee business, paying personal taxes, social security premiums and other expenses through the citizen card, and realizing the whole process of medical settlement such as registration, payment, diagnosis and treatment, drug collection, settlement, inquiry, and printing of reports in medical institutions.
02 Public service functions
It covers public transportation, cultural tourism, public utility payment, and points application. By loading the travel function, citizens can gradually realize the use of cards in the fields of urban and rural buses, subways, public bicycles, taxis, and intercity passenger transport; Convenient payment in the fields of toll booths, public parking lots, gas stations, charging, etc. Continuously expand the application in cultural and art venues, museums, cinemas, tourist attractions, entertainment and leisure places, and realize the functions of citizen card borrowing and returning, online reservation, renewal and payment. At the same time, relying on the citizen card payment function, it realizes the deduction of service fees such as water, electricity, gas, heating, telephone, Internet, digital TV, etc., and uses the SMS platform to notify the deduction in real time.
03 Financial payment function
The citizen card will integrate various payment methods to realize rapid consumption payment in supermarkets, restaurants, accommodation, farmers’ markets, convenience stores, gas stations, parking lots and other places, and gradually expand the function of inclusive financial services.
According to the Implementation Plan, the citizen card has the function of bank debit card, which can be used to handle financial business at bank counters or self-service equipment, and make purchases in shopping malls, public transportation, hospitals and other fields. Through the application of various scenarios, the citizen card will gradually expand the function of inclusive finance, provide fair financial services and products for the public, especially the poor, low-income population and small and micro enterprises, so that financial inclusion can benefit the public.
04 Derivative features
In addition to the physical card, an electronic citizen card will be launched, and the electronic social security card will be upgraded to an electronic citizen card in combination with online service channels such as the “Zheng Haoban” APP, “Zhengzhou Release” and “Citizen Card WeChat Mini Program”, and the public service module and electronic payment module will be loaded to realize functions such as bus card swiping, various payment and commercial consumption, and at the same time realize services such as online circle recharge.
For civil servants and enterprise employees, the citizen card will have functions such as access control management, attendance management, canteen consumption, etc., and in community scenarios, in addition to access control management, it will also be loaded with functions such as parking management, housekeeping services, distribution services, health care, property payment, and other small electronic payments.
Second-generation social security cards do not need to be replaced
According to the relevant person in charge of the citizen card company, in principle, citizens who hold second-generation social security cards can realize the functions of citizen cards without replacing their cards. The new citizen cards are mainly issued with third-generation social security cards, which have begun to be issued to the masses, and the cards are valid for 10 years.
The target of distribution is the permanent population of the city
Citizen cards are issued to residents who belong to the city’s permanent population. Support persons who are not permanent residents of the city to use third-generation social security cards issued by other provinces or cities outside the city to handle relevant government affairs and enjoy various public services.
Data resources are managed by the Municipal Big Data Bureau
It is understood that the Municipal Human Resources and Social Security Bureau is responsible for guiding citizen card companies and cooperative banks to produce, issue and serve citizen cards, and the Municipal Big Data Bureau and citizen card companies realize a variety of card functions in one card, so as to achieve the purpose of resource integration, one card universal, one card multi-use, platform sharing, and convenience for the people.
The functional departments of human resources and social security, medical insurance, health care, civil affairs, public security, education, taxation and other functional departments shall independently manage, maintain and update their back-end systems and businesses.
The data resources formed during the construction of citizen cards shall be uniformly managed by the Municipal Big Data Bureau authorized by the government, and coordinated and shared use. After the official issuance of the citizen card, the municipal government will strictly regulate the issuance or function loading of new cards by relevant government departments and units in the future.
In terms of security, the card security, machine security, application security, data security and transmission security involved in the citizen card project will be standardized in accordance with the standards of financial security level, and the security of each part will be monitored through unified monitoring to ensure that the technical security vulnerabilities of the citizen card system are discovered and solved in the first time; Formulate standard specifications and application operation manuals to standardize the daily behavior and system operation of each system operator; Clarify the security responsibilities and boundaries of various functional departments of the government and citizen card companies, improve the security system, and ensure the absolute security of information.
