The State Administration for Market Supervision randomly inspected 23 batches of unqualified duvets sold online

According to the website of the State Administration for Market Regulation, in 2021, the State Administration for Market Regulation organized and carried out a national supervision and random inspection of the quality of 12 kinds of online sales such as casual clothing and duvets. Among them, 147 batches of duvet products produced by 136 enterprises in 12 provinces (cities) were randomly inspected, of which 40 batches were suspected of having no factory name and factory address, which have been handed over to the market supervision department where the enterprise is located. Among the 107 batches of products inspected, 23 batches of products were found to be unqualified, and the failure rate of spot checks was 21.5%, an increase of 13.2 percentage points over the previous spot check.

The spot check focused on 14 items, including formaldehyde content, pH value, decomposable carcinogenic aromatic amine dyes, color fastness to water resistance, color fastness to dry rubbing, color fastness to wet rubbing, fiber content, down down content of down and duck feather (down), and down oxygen consumption. The unqualified items involved fiber content, down down content, down duck feather (down) content, pH value. According to the analysis of technical institutions, the main reasons for the unqualified are: First, the quality control of raw materials is not strict, the attention to testing is not enough, and the factory inspection is not carried out in accordance with the standard requirements; Second, some enterprises deliberately falsified and used a large amount of velvet silk and feather silk, which was shoddy.

The spot check mainly involved enterprises in industrial agglomeration areas such as Jiangsu Province, Zhejiang Province and Shanghai Municipality, and 30 batches, 23 batches and 23 batches of products were randomly inspected, and the failure rate of spot checks was 43.3%, 21.7% and 4.3% respectively.

In view of the problems found by the national supervision and random inspection of the quality of online sales products, all provinces, autonomous regions, municipalities directly under the Central Government and the Market Supervision Bureau (departments and committees) of the Xinjiang Production and Construction Corps should do the following work:

(1) Strengthen the handling of spot check results. In accordance with the “Product Quality Law of the People’s Republic of China” and “Interim Measures for the Management of Product Quality Supervision and Spot Inspection”, do a good job in handling the results of supervision and spot checks. Urge e-commerce platforms to immediately remove substandard products. Seal up or seize substandard products in accordance with law, order enterprises selling unqualified products to stop selling the same product, and comprehensively clean up and dispose of unqualified products in inventory in accordance with law. Order the production enterprises of unqualified products to stop producing and selling the same product, clarify the rectification requirements, supervise the implementation of rectification measures, and organize re-inspections in a timely manner. Where a crime is suspected, it shall be promptly transferred to the judicial organs. Lawfully include seriously untrustworthy enterprises in the list of seriously untrustworthy enterprises for management. The processing of the results should be entered into the e-CQS system in time and reported to the General Administration. The SAMR will strengthen follow-up supervision and report on the handling of results in various localities as appropriate.

(2) Supervise the implementation of entity responsibility. Notify local governments and relevant departments of the situation of this spot check of unqualified products, take effective measures, urge enterprises to implement the main responsibility for product quality and safety in accordance with the law, guide enterprises to organize production in strict accordance with standards, and ensure product quality and safety.

(3) Strengthen quality and technical assistance. Organize relevant industry organizations and technical institutions to help enterprises find out the reasons in depth, propose improvement measures and solutions, and promote the improvement of the quality level of the industry.
